Products and services for railway infrastructure

Do you wish to become a supplier of products, materials or equipment for the railway managed by Správa železnic, státní organizace?

If so, below is the essential information on the procedure to follow:

1. Selected products, materials or equipment (Products or Services) that have an impact on the safety of railway operation must be assessed and approved prior to their use (see the provisions of Section 22(2)(d), (e), (f), (g) and (i) of Act No. 266/1994 Coll., on Rail Systems, as amended, and on the basis of the railway operator's safety management system). The process for assessing the impact of Products and Services for railway infrastructure on the safety of railway operation is governed by Directive SŽ SM008.

2. Správa železnic, státní organizace, and the Supplier (of the Product or Service) shall enter into a Cooperation Agreement under which the contracting parties undertake to provide each other with mutual cooperation for the purpose of fulfilling the procedures set out in Directive SŽ SM008, in particular with the aim of approving the acceptability of use of the Supplier's Products or Services and of complying with further conditions following such approval.

3. An overview of the groups of Products and Services subject to approval for use by Správa železnic is provided here.
   
   This overview also includes the requirements for the content and scope of the references to be documented, information on the category into which the relevant group of products or services is classified in terms of its impact on the safety of railway operating, and information on the minimum period required to assess an application for the issuance of a Certificate.

4. Legal entities and individuals interested in supplying Products for RI or providing Services for RI may apply for a Certificate, preferably by submitting the necessary documents via the online supplier questionnaire (IDD). Applications may also be submitted via data box (data box identifier uccchjm) or to the e-mail address epodatelna@spravazeleznic.cz.

5. As part of the assessment, and based on the requirements of Commission Implementing Regulation (EU) No. 402/2013, an evaluation is carried out to determine whether the offered Product for RI, Service for RI, or any modification thereof constitutes a significant change in terms of railway system safety. This assessment of the significance of the change is usually carried out by the Supplier, who documents the assessment by completing this form (available in English here). The completed and signed form is part of the documentation that the Supplier submits to Správa železnic.

6. Správa železnic, státní organizace, verifies the Supplier's compliance with the conditions set out in the Certificate as necessary, using the method specified in the Certificate and on the basis of the Cooperation Agreement. The Certificate also includes a list of documents proving the quality of the delivery or the service provided, which are necessary for proper acceptance.

7. The outcome of the process for assessing the impact of Products and Services for railway infrastructure (RI) on the safety of railway operation is, where the assessment is positive, the issuance and publication of a Certificate confirming the acceptability of use of the Product for RI or Service for RI on railways operated by Správa železnic.

8. Issued Certificates and other documents issued in connection with the processes carried out under SŽ Directive SM008 are published in the new OVYS system. Here it is possible to search for products and services for which a Certificate has been issued, or which may be used under the operational verification regime, together with their Suppliers.
